'Riders' Settlement

On January 22, 2003, the City of Oakland entered into a Negotiated Settlement Agreement (NSA) to resolve allegations of police misconduct raised by plaintiffs in the lawsuit Delphine Allen v. City of Oakland, otherwise known as the 'Riders' case.

The settlement was designed to bring a high level of accountability and oversight to the Oakland Police Department. It included the appointment of an Independent Monitoring Team, which reviews Police Department operations and reports on the status of the department's compliance with the NSA.
